President Barack Obama proposed rebates of up to $3,000 to help homeowners pay for the cost of making their homes more energy efficient as part of a $6 billion program to create jobs.

Obama said the plan would generate jobs by providing incentives for Americans to make their homes more energy efficient.

President Obama Comments
President Obama said, "These are big incentives. You'd get these rebates instantly from the hardware store, from the contractor."

On the Spot Rebates
Consumers would collect on-the-spot rebates of $1,000 or more for buying insulation, water heaters or other equipment to make their homes burn energy more efficiently under a rebate program.

It is Obama's latest step to convince Americans he can ease the countries economic problems.

Details of Plan
The Home Star program is intended to prompt Americans to invest in everything from insulation or new windows to overarching energy upgrades of their homes.
