The proposal expands pharmaceutical benefits for the elderly and give lower-income people subsidies to help them afford coverage.
It would be paid for by raising taxes on upper-income Americans and finding savings from Medicare.
Momentum for Democrats Democratic congressional leaders feel confident that they could revive the bill and deliver it to Obama's desk, before the Easter recess begins March 29.
